These have mostly gone out of use nowadays. I've not seen one in a long time myself, in fact. Used to have a similar device back in... the CCC, or the Command and Control Center.
Wired access via the manual switchboard allows for a much more stable connection as long as the wires are intact, meaning that it maintains operational capacity even in adverse communication conditions caused by devices such as signal jammers.
